Which is the census in which you have found Mercy and Flora? Is it the 1911, or do you have them in 1901 also? (I can see them in 1911 but not easily in 1901).

Flora FUNNELL Brighton 2b 214 (NB this is consistent with her being 17 b Brighton per 1911 census)

It's all surmise at the moment, and unfortunately I can't yet find census evidence 1881-1901 - but yes, the theory would run something along those lines (though in those days widowhood was more usual than divorce).
