Very many thanks to all who have taken the trouble to help with this one.
My interest was aroused by the potential Irish connection. Before posting, I managed to obtain a look-up from someone very helpful who lives in Dundalk; he was able to confirm that on 15 January 1867 there was a wedding at St Peter's (Anglican) parish church, Dundalk, between William Power, full age, bachelor, [??"twine"] merchant (son of John Power, merchant) and Cleopatra Cecilia Burgoyne, full age, spinster, no occupation (daughrer of John Burgoyne, civil engineer). Avm228's IGI submitted refs evidently fit in well with this register entry.
The name Burgoyne seems to make no further appearances in that church's registers, so I began to cast around for references elsewhere -- my assumption being that as a civil engineer Cleopatra's father might well have moved around from project tp project, e.g. on railway construction work.
My only substantive "hit" during that endeavour was that 1844 Tyneside GRO birth reference, so I wanted to try and determine whether the family were just "passing through" Tyneside because of temporary work requirements, or whether I might get lucky and find that the area was their longer term home base, with the chance that someone reading the Northumberland board would have come across them before.
Hepburn's passenger list refs are a very interesting find. Despite Cleopatra's middle name not being recorded, and her stated age being 7 instead of the expected 9, the father's name match makes it all temptingly probable -- with the rarity of all the names weighing heavily in the scales. (I'd much appreciate having the exact source citation.)
If the Nassau departure people are the right ones, there would then be a possible birth in Northumberland for Cleopatra's father (providing he did not give as inaccurate an age for himself in Nassau as he did for her . . . ): per IGI, John Burgoyne, s. John Burgoyne and Ann Ramsay, bapt. Whittingham 4 April 1809 (born 28 February). But how on earth does one prove that connection, without finding a census entry for him that discloses a place of birth?
The fact that Cleopatra later married in Ireland suggests that John was not emigrating when he sailed for Baltimore, but was probably just working on another construction project. But one wonders whether he and his family still left a BMD or census trail in North America.
Thanks once more for your collective assistance. (But, for now, it still looks as though I may need to pay the GRO their £8!) Still very interested if anyone else can offer any clues.

The Lloyds Weekly newspaper , 21 Jan 1877 edition , outlines court affiliation action ( seeking maintenance) by Cleopatra Cecilia Burgoyne against Samuel Bennett, otherwise known as John Burgoyne, for maintenance for a child... seeming the two had lived together as husband and wife for four years, after her husband, power, had abandoned her.
( I have access to British newspapers via my Newcastle Library membership.) I searched on " cleopatra burgoyne"... I also searched on " cleopatra power" but just got a ship called "Cleopatra" that had a high horse " power" lol.
