1901 is the oldest surviving complete Irish census. Small fragments and extracts are all the remain for earlier years.

I would recommend posting directly to the Limerick forum (http://www.rootschat.com/forum/index.php/board,68.0.html) with any information you have.
Full Irish Civil records began in 1864 (non-Catholic marriage registration began in 1845) so that is the place to start. The LDS familysearch website has a pilot Irish Civil Index which can be used to find reference details for BMD records.
The Limerick library website has census index details for 1901 and 1911.

No problem, number 4, the double fronted house was a police station, so he would have lived in the one of the other ones. He would have had a very short walk to the distillery.
