What a shame they were both too young to be on the 1901 census.
The free 1911 census search helps pinpoint Kate's family: Parents William Afred Carter born ca. 1871 and Kate born ca. 1867 as well as brother Alfred Headley Carter born ca. 1897.
If only I could see William and Kate in 1901 or identify their marriage!
Still, I'm pretty sure I've found brother Alfred in 1901, which at least leads us to William Alfred's family:
