I am looking for Jane Ann Broom on 1861 and 1871 census returns. She was born in Hartlepool in 1859 and is living there in 1881 Has a sister Louise also born Hartlepool.

Who is Norman Carne & why do we have his photo?

There's a baptism for Jane Ann Broom in Hartlepool in 1859 residence James St at Durham Records Online (I have no credits at the moment) but she didn't show up in a census search on there.

Yep - found that - but as you say, not on census 1861.
In 1881 Louise Broom who is in the household with the Donways says born 1858, but I can't see a reg for a Louise/a then 
This is what looks life Louisa Donway previously Broom:

11 Moseley Street, Stranton, Hartlepool
BROOM Louisa Head Wid 40 Laundress B. Devon, Topsham Thomas O Son 15 Labourer iron works B. Devon, Topsham Louisa Dau 8 Frederick James Son 4 Elizabeth Dau 1
younger children born W Hartlepool
Louisa age 8 here reg. Q1. 1862, and regs. also there for Frederick and Elizabeth.

Every time I try to post a reply I am told that another message has arrived from you good researchers. It seems pretty well sorted except that I dont know where Jane Ann was in 1871. Freebmd has Jane Ann Broom married Thomas Plows in Pancras in 1881 which seems strange as they both lived in Hartlepool. She did marry Thomas Plows so I suppose this must be correct
