He would be a sailor, and away for 1861 census,  Roll Eyes
we don't know his age or birthplace which makes him hard to spot in 1851....

There's a Thomas Broom aged 17 in Topsham, a servant, in 1851, maybe a bit young

Plus, she's married  - so I don't think it's the Mary Woody found in 1841 - IE; Thomas' sister - unless her maiden name was Broom as well  Huh

I agree Mary age 13 would be Louisa's sister in law   Roll Eyes

Little Louisa's birth was registered Q2. 1851  -  can't read the age on the 1851 census  Roll Eyes

THOMAS BROOM's (1830) parents on the IGI are THOMAS and MARY,

Pepperel appears as a middle name on 2 of Thomas and Mary's children (maybe MARY's maiden name)

Theres a Tree on Anc..... that gives the ancestors right down to 2nd great Grandfather (born c1723) of Jane Ann Broom, you may want to get in touch to confirm some of these.
