This is an extract of an Office of National Statistics database, and contains a list of surnames in use in England, Wales and the Isle of Mann in September 2002. The list contains almost 270,000 surnames, shared by 54.4 million people. The entire database contains over a million surnames, shared by 55.9 million people, but names shared by fewer that five people have been excluded from this list.

The Internet Surname Database seems to have a lot of European surnames. It gives a small history of the surname.
The website seems to be adding about 10 new surnames a month.
Name Thesaurus

The NameThesaurus uses NameX technology to identify name variants with significantly higher Precision and Recall than Soundex or Metaphone.
If you having trouble finding your ancestors on census it can be because the enumerator has possibly put down the "wrong" Surname spelling for your family.
Try this site to see surname variants
just as an example, it found
- 171 NameX matches,
- 1271 Soundex matches and
- 672 Metaphone matches
to one of my names.

A major problem for users of genealogical databases is that of variant spellings of surnames. The Thesaurus of British Surnames (ToBS) is an on-going project to develop and manage an online thesaurus of British surname variants. The intent is that the thesaurus should become a public resource, able to be searched independently and also to be incorporated directly into search engines.
