The Pentonbury COMPLETED

I have an address in the 1911 census that reads' The Pentonbury', Mang Road, Oxford. The list of occupiers suggests that this is an institution or exceptionally large hotel. Any ideas please?

Further to my previous above, I now learn that the address should read:
'The Penitentiary, Manor Road, Holywell, Oxford.
Can any local historian throw light upon this establishment?, was it a Government or L.A. establishment?, or was it run by a Religious Order?.
