By 1891 only child at home with William and Jane is Susanna.

I am going to follow George William to see if he has a  son William who could be your policeman.

George William SCUFFHAM married Mary Ann TROTT December 1881, Boston 7a 722

1891 Census he is a railway guard, with 3 children Rachel, William and George
Indexed as SENFFHAM              RG12/2574/75/12

1901 Census

William aged 14, grocers porter, is with his Grandmother Jane Scuffham , widow, 69 in Boston. RG13/3046/43/47

Maybe he became a policeman later Wink

The William Scuffham shown aged 14 in the 1891 census is I think too old to have been the civic macebearer. The time I mentioned was around 1960, and by then he would have been 76 approx. Though he always seemed old to me at that time I was in my early 20s when everyone older than you seems old, and now after reflection I don't think he would have been that old.
