I couldn't find the marriage (but freebmd has very few marriages indexed for the 1860s) and have not spotted the family in the 1871 either, but there is a tiny clue to Pamela's family: In 1881, she is down as sister-in-law in Birmingham with the following family: James Stewart, 42, Glass Cutter, born Gibraltar, Spain Levina do. wife, 33, b. Birmingham and their children, the eldest of which being Elizabeth, 15, b. Birmingham Pamela Evans, 38, sister in law, married, pressworker, b. Birmingham Levina Evans, 16, niece, press worker, b. Birmingham Matilda Evans, 13, niece, scholar b. Birmingham RG11/2994
In 1891 and 1901 Pamela is a widow and living with Lavinia and family, as you probably already know. On freebmd there's her death in 1902 at 59 in Birmingham.
Perhaps you will be able to find a marriage for a James Stewart and a Levina/Lavinia/Lavina?
