There's a Castle Hill near Cooper's Hill ...
Have you tried http://www.old-maps.co.uk/ ?
I'm just looking there myself.
The enumerator's walk in 1901 mentions various cottages, but not Castle Cottages per se. Edit: it does mention the Castle, in the parish of st Lawrence, which corresponds to findings noted below.

On the map there is a road running south-east to north-west. (Ermin Street in Roman times!)
To the south east of Barnwood there is a castle marked.

Looking at a modern map, there is a road called Dinglewell which corresponds to the area to the south east of the "castle" on the old map. The whole area is built over now, of course!
Map here

There are two bungalows on Barnwood Road Gloucester (NR Hucclecote) called Castle Cottages and look as if they date from 1950s. RH side going from Gloucester to Hucclecote.
