1841 does not show relationships, so there is no way of knowing if Hannah is his daughter or not.
Lkewise, other than to say whether they were born in or out of the county, 1841 does not give places of birth. Therefore, from the 1841 census alone, it will be impossible to answer either question I am afraid.
What else do you know about tthese people? What is your intrerest in them? what led you to this 1841 entry?
If you can find William's death (there are three possibles on FreeBMD) and get his death cert, you may find Hannah was the informant, and you may be lucky and find it says "widow" or "daughter"

Hi Dean,
I think you have Williams birth a little out. AAged 90 in 1841 makes him born c. 1751 
Now the good news 
1841 Census has them as born in County.

There are 2 Ann Sidway/Sedway births 1707 and 1713 on IGI . Check them out yourself . I would go for the 1713 one as Richard and Ann did not name any of their sons Zachariah.
William Dewis's baptism and parents are a little harder to be conclusive about
