My local library (Hemel Hempstead) was selling Victorian Ordnance Survey maps of my local area. It might be worth popping in to the main WGC library and see if they sell local maps of your area.

...which are the Alan Godfrey ones I referred to above. You can order them online from http://www.alangodfreymaps.com/ ...but they're better for towns than rural areas. As Welwyn Garden City was a rural area in Victorian times, you might find Cassini's reprint of the 1" map for Luton & Hertford more helpful - especially as they do a version which has the modern National Grid superimposed on the old map, at 1:50000 scale, allowing you to directly compare the modern OS map with the earlier maps. For my area they've even got four maps together, showing it in the 1830s, 1890s, 1920s and modern on the same sheet, all at the same scale. http://www.cassinimaps.co.uk/

Alas I couldn't find the maps, so I rang Hemel library. They no longer sell them but the guy I spoke to was pretty sure that they were Alan Godfrey maps. As Richard has already given the URL I won't repeat it here.
