First of all, there are no available censuses after 1911. (thats the easy question answered!)
With a name like Smith you are going to have to go carefully one step at a time to make sure you dont accidently follow the wrong chap.
I cant immediatley see a Charles Smith of right age with a wife Frances on 1901.
What family do they have in 1911? Have you got a birth cert of a child to confirm his wife's maiden name was Jarman, and thus lead you to the marriage in 1891?
If you have confirmed this is the correct marriage, then getting the cert will give his fathers name and occupation and therefore help find the correct person in earlier censuses

I guess I should stated that when I was searching for my grandmother Lena Smith, Nell, Joan and Genie from Rootschat provided me with the 1901 census info RG13; Piece: 870; Folio: 57; Page 5

1911 census has Charles E Smith, Male, 1872, 39 Frances M Smith, F, 1867, 44 Percy C Smith, M,1893, 18 Jessie F Smith, F, 1894, 17 Norah M Smith,F. 1896, 15 (norah was in hospital for 1901 census) Lena M Smith, F, 1893, 13 Sidney G Smith, M, 1900, 11 Winifred M Smith, F, 1903 all living in Hastings
I also have 1891 4th quarter Hastings Vol2b Pg62 Charles Ernes Smith married Frances Mary Jarman
I don't know if this will help in locating the parents and siblings of Charles E. Smith. Thank you so much for trying

Well, 1891 has: 1) Charles Ernest smith bn c1875 HAstings, son Joshua and Annie 2) Charles E Smith bn c1872 Aldingbourne, son Charles 3) Charles Smith bn c1875 Hastings son Elizabeth 4) Charley Smith bn c1872 Hastings son Charles and Annie
now as he was called Charley in 1901 the last one looks a fairly good guess.
But what use is a guess? Any Charles could be called Charley!
I can give you the full detials of that census entry if you like, (just ask if you want them) but personally would rather see who the father of the right Charles Smith is, from his marriage cert, before moving back any further.

So that is the birth of a Charley.
But we still dont know if that is the same guy who calls himself Charley in 1901 but Charles Ernest later.
(my grandfather was really called Willie, but always used William Herbert - he was married twice with that name, died with it - only after his death did anyone discover his original name. Then brother in US says "oh yes, he decided one day to use the name William Herbert and thats what he did from then onwards." never told anyone else - neither wife, nor daughter ever knew he started life as Willie)
sorry - sidetracking - but just saying that any of them could still be your guy!

I wouldn't rely on census returns for exact date of births, The C1872 is "about"1872
