A death registration doesn't show parents but it is likely that one of them would be the informant so would be named on the certificate.
Have you tried to find a burial record, this usually in the case of children will show daughter of.....

Have you looked for a marriage for Jessie, it may be that she is not on the 1891 because she has left home or has married.

Sorry you said 1891 census in your first post and I missed the date 1880 of the death record so it does sound like she probably died.
The other option is that she may be with grandparents or uncles and aunts, that's always worth checking if you know who they are.
I had a look on findmypast which has burial records but she wasn't there. If you know where the family lived the burial records would be at East Sussex Record Office.
