could anyone please tell me how I can find a birth cert and marriage cert in Belfast after 1930s.

Depends - Do you have any information on specific births and marriages or is it a more general surname search that you want? 

If you know the names of the parties and their parents and a rough date (they will check the year you quote plus 2 years before and 2 years after) and place (district should be enough) you can order the certificate from GRONI in Belfast for £12.

Otherwise, I'm afraid a visit to Belfast to search the registers would be the best option.
