Blue House is not a listed building according to http://www.imagesofengland.org.uk/default.aspx although it is  is not an up-to-date record of all currently listed buildings.

It does not need to be listed to have restrictions about change of colour etc.  Those houses within the conservation area of a particular town or village cannot be altered without specific permission for instance.

The Blue House is not within any of the Newcastle conservation areas. The nearest is Gosforth which starts at the boundary of Dukes Moor (on which the house is situated) and the gardens of the houses to the North of it. The Jesmond conservation areas, to the east, are further away still.

I'm wondering if the requirement to retain some blue on the house might relate to a possible clause in the freehold documents of the property that were inserted by the Freemen:

It you notice on the photo that I took yesterday, the blue is now confined to the wooden decorative parts of the house. I'm sure there was more blue on it in the 1970s but memory can play tricks!

If you give me a while, I'll ask some solicitor friends of mine who might know about any possible clauses. It's a really well known and loved local landmark.

I think your hunch about memory playing tricks is right.

In my child's mind-eye from 1950s, I saw the house as "very blue". Checking it out in I think in 1970s to resolve a silly argument, I saw that the only blue bit was the pseudo Elizabethan beams on the upper floor of the house-as it is today !

I think Toll Collector would have chuckled , thanking fate for not having him collect tolls today... masses of traffic heading to/fro the Hoppings.

Found this on the net it says
Statement of Significance: Despite its name the Blue House is not blue. It takes its name from a remark made in 1898 that the house had blue tiles on the roof. The two storey brick house has blue painted wooden features such as window frames, porch and mock Tudor wood detailing in the gable. The sections between the blue mock Tudor elements and the window surrounds are painted white creating a striking landmark by the busy road. The house was built in 1895 to replace an earlier structure thathad been erected to lodge the stockman who tended cattle on the moor. It was also used as a base for toll collectors who took a toll levied on goods coming in to the city, a practice discontinued in 1910.
