Hi
The 1891 census birth place fro Charles was 'St Olives' = St Olaves which is Southwark/Bermondsey so though the age differs and you seemed to imply the family were 'East Enders' throughout, that Charles stood out in an index search which was wide enough to allow for the age difference. Despite the names of the children, (I think Arthur may in reality be Annie the census enumerator has crossed out the age in the female column and inserted it into the male column) once looking at the actual entry with Charles' occupation the similarities lined the family up.
