This census record is really close to your James Rooney and if he was young and following the mining jobs, Montana, Colorado and Utah all had mines.

1910 Butte, Silver Bow, Montana

James Rooney, age 1885?, England, immigration year: 1907, miner in a copper mine

It appears that there was a railroad route from the Eureka area straight up to Silver Bow, Montana, which could have made travelling easier to manage during that time period.
