In the 18th and 19th centuries, Portsmouth and Portsea were separate but neighbouring parishes.  Portsmouth was a fortified garrison town closer to the entrance to Portsmouth Harbour and the Solent.  Portsea was where the Royal dockyard was located.  See here:

http://www.oldemaps.co.uk/portsmouth-map.htm

Portsea Island was a registration district from 1837 - 1900 which covered Portsea and Portsmouth, covering the following areas:

Kingston; Kingston & East Southsea; Kingston & Landport; Landport; Landport & Southern; North End & Buckland; Portsea & Landport; Portsea Town; Portsmouth & Mid Southsea; Portsmouth Town

In 1900 the registration district of Portsmouth was created from the Portsea RD and coveres the following areas:

Kingston; Kingston & East Southsea; North End & Buckland; Portsea & Lindport; Portsmouth & Mid-Southern; Portsmouth Central; Portsmouth North; Portsmouth South; St. Mary's Hospital.

So yes, someone born in Portsmouth could be registered in the Portsea Island RD.
