Mona Lisa - you would have to get a copy of Lucy's birth and marriage certificates to be sure of her parentage, but I think this is probably the right Parkin family:

This German website mentions a "Stiegler, Joseph Fridolin, aus Passau an der Donau"  - my German isn't up to translating it but I think it's a list of arrest warrants from 1901 http://home.foni.net/~herumstreifer/anzeiger01.htm
