SHEPHERD - BIRTH- SHOREDITCH OR EDGWARE

I cannot seem to find the birth of my uncle, i have found death and marriage but no birth.
From his death cert i know he was born 1928 his name was Arthur W Shepherd ( middle name most likely Wiliiam as this was fathers name) mothers maiden name Woolmer.
My gran moved from Shoreditch London to Edgware (Hendon) Middx in 1928 so my uncle could have been born in either area.
i have searched both areas and what feels like every other area but i cant find his birth.

I would also appretiate any advice on finding a certificate for a family member who was adopted in 1944. this family member died in 2004 and i wondered if i could get any certs. i dont know his birth mothers name but have full details of adoptive parents and i do know which area he was born in. i think the adoption was arranged through the local church. any adivice to where to start looking?

There is an Arthur W. Shepherd (with mother's maiden name Woolmer) for 1925:

Birth - 1d 27 Shoreditch Dec 1925
