According to the IGI William Mears married Mary Ann Bicknell on the 26th August, 1849 at St. Mary le Strand, Westminster London.

Hi,
William Mears occupation on the 1871 census was a Furnace Tenter and written above it is Iron. That is if it is the one living in Ince in Makerfield.

If I'm looking at the right children in Scotland 1861, there is William MEARS age: 11 and Louisa A MEARS age: 5, (both born England) boarders at Glasgow College, Lanarkshire. Also boarding there are,
Alexander WARDROP 35 Pianist Glasgow Lanark Mary Ann WARDROP 29 Vocalist England Alexander WARDROP 16 Merchants Clerk Glasgow Lanark
I mention this because my theory is...
Mo has found a marriage of William MEARS and Mary Ann BICKNELL in 1849 in the Strand London. I found this birth in the Strand,

This could be William Snr and Mary in 1851, but I can't find William Jnr,

In 1871 the children seem to be reunited in Scotland, I can't see the image so not sure about 'Jeff',

So I think William MEARS Snr died early and Mary remarried Alexander WARDROP both between 1855 and 1861, just when and where

Daisy, you've found half the puzzle. I re-checked Louisa's marriage and Mary Ann did indeed marry Alexander Wardrop, so all that fits in.
I did a very careless thing, and I should know better, and assumed that the only William Mears, married to a Mary Ann, must be The Couple. Hence Wigan. But clearly it wasn't. I couldn't find any other couple in the entire UK to fit, and that Devon one did not show up on all my wildcard searches a number of ways, so well done indeed for finding it.
The Jeff part baffles me. It has to be a bad transcription of William, but quite how, I don't know.
Many thanks for your fine detective work. I was literally up all night on this and got nowhere. I bow to you!!!!
