Hello Phyllis,
The marriage record is only stating that when he married he was living in "of Belper Parish of Duffield", this does not mean he was born in Belper.
Perhaps a silly question but have you found Thomas on any Census? Does he give a place of Birth?
In the 1841 Census there are the following living in Belper who, could have been his Parents:-
18 Long Row, Belper. William Wragg 64 Born Derbys " Mary 60 "
Perhaps if you post more info about who and where he married it may assist. Spendlove

The record entry in Pallots is very clear about Belper.
The name of Wragg is quite common in the Wirksworth area, only a few miles from Belper, suggest you take a look at www.wirksworth.org.uk there is a Bpt for Thomas Wragg 4.2.1794 But who knows? Also on same site take a look at "Ince's Pedigrees" - cannot find any connection to your Thomas but you may. There are also Pedigrees for Dodd and Goodwin, which I note are used for two of their children do these originate from their Mother? If not it may be a clue to the ancestors of Thomas Wragg.
Have you tried to see if the Marriage Licence Survives? If it does it may give details of relations.
The last suggestion is A BIG WISH.
Google Book Search for The History of the County of Derby by Stephen Glove, Page 401 In 1817 we had in Derbyshire "The Pentrich Uprising", acting for the Defendants was Thomas Wragg of Belper Solicitor.
Did your Thomas follow in his Fathers footsteps?
If you have no Bpt for Thomas Wragg abt 1794 where did you get the date from?

Many thanks for all your help - I really appreciate it! This has been driving me mad for years, but the Pentrich Uprising is a new lead. He is on the Law Lists in London from 1823-1829. He would have been about 23 at the time of the Uprising, and possibly still in Belper, so...
I have looked on the Wirksworth website a number of times, but nothing is conclusive unfortunately. Still, keep on trying.
Thomas' DoB is based on his age on the death certificate - 1838 aged 44.
His wife was George Anne [sic] (also Georgina/Georgiana) Paddon from Dorset, whose family moved to London when she was a baby. Her mother's maiden name was Stacie. Neither I nor fellow researchers on the family lines can find out where Goodwin or Dodd came from. My ancestor is George Goodwin Wragg, but Thomas Dodd Wragg has descendants in Australia. We are all stuck with father Thomas.
The marriage record at Marylebone reads: From the marriage register of St Marylebone church Thomas Wragg of the township of Belpher in the Parish of Duffield in the county of Derby, a bachelor and George Ann Paddon of this parish a spinster were married in this church by Licence this 18th day of April in the year 1820 by me Wm West Birdwood Minister of (?) This marriage was solemnized between us Thos Wragg George Ann Paddon in the presence of John Paddon Elizabeth Paddon (these were the parents of the bride)
After Thomas' death, Georgiana raised her family of 5 by becoming a governess, and never remarried. She died in 1878.
