Summers - looking for birth record

Regarding Richard Summers, born 1838, likely Bridgenorth, Shropshire (IGI records christening 15 July 1838 St. Mary Magdalene) -- I can find no reference to his birth in BMD references.  Is there another source to obtain a GRO # so I can obtain a birth cert.  As he was born in 1838 this should be available.  I found him in the 1841 census (Wellington, Shrop. aged 3 yr., with parents and 8 siblings), 1851 census (Much Wenlock, Shrop., aged 13 yr, at school I assume), can,t find him in 1871 census, but in 1881, 91, 01 he is in Dawley Shrop., married with family).

All born in county. The 1861 census shows Richard born Bridgnorth, and Sarah born Wellington.
