Hi there
Have you tried Norfolks HQ at Wymondham, they may(most do) have a museum and or some one who looks after the achives of such.
I thought that Hevingham was Suffolk by the way. I do know the person at Suffolk who looks after such records

It's been a month or so since your post but I have visited the Police Headquarters at Wymondham and they do indeed have some old photos decorating the walls of the inner entrance lobby.
