An index to Irish Civil Records is available at : http://pilot.familysearch.org/recordsearch/start.html#p=2;t=searchable;c=1408347 Full civil registration started in 1864
There are a few matches for Richard's birth around the right time that I see in the index, this is the closest :
Type - birth Name: Richard John Cardiff Reg. district: Wexford year: 1876 vol. : 4 / Page: 993
You can order cert by post from the GRO using the above details - www.groireland.ie

Cardiff is quite a rare surname in Co. Wexford .. with 32 households on Giffiths Valuation (1854) and just 6 households (37 people) on the 1911 census..
Taghmon Town is in the registration district of Wexford listed for the birth of Richard so I'd say the chances are quite good that the Patrick Cardiff detailed by enfield could be a relation.

Some Cardiff family history; Houses of Wexford; Ballycappogue, Bridgetown;
The house is thought to have benn built about 1850. Cardiff's, who still own the property, have been associated with this address for many generations, certainly since 1700. Reference can be found to Patrick Cardiff of Ballycappogue in 1853 and again in 1885 as a farmer and landowner, as well as in 'Families of Wexford'. Lewis may well have this place in mind when he wrote in 1837 "There are some good dairy farms in the parish".

How long does it take for a birth certificate to come back from Wexford to UK?
did you order the cert from somewhere in Wexford or from the GRO in Roscommon ?
Orders from the GRO head office (www.groireland.ie) are taking about 4 or 5 weeks at the moment.

I have a Richard Cardiff born around 1838 in my family tree. He was married to Catherine Rossiter. I've picked up 3 children so far Thomas born 1872 Johanna (my G Grandmother) born 1879 and Catherine born 1882 due to the big gaps between their ages I assume that there were many more children so this could be the father of your Richard Cardiff. They were from Tacumshin in Wexford.
Thanks, Carol
