Council Cottages Highmoor Cross near Henley

My great grandmother Kate Cox lived at this address in September 1901 when she received the Queens South Africa Medal for her son Henry who died the year before in the Boer War. She had previously lived at 147 Caversham Road Reading. Can anyone tell me if the new address a step up or down? I believe my great grandfather Henry Pilbeam Cox, an Inspector of Weights and Measures, lost his job about this time. What are or were the Council Cottages at this address in 1901?
