Hugh & Robert Montgomery

I am trying to find  the relationship between a Robert b. 1848c Belfast City, and Hugh b. 1846c  Co Down, Montgomery. Both from Belfast - I think they are brothers but not sure. Robert lived in Adam St, Duncairn and Hugh in York St, Duncairn at the time of the 1911 Census. No idea about parents.

Did either of the men marry? (marriage certificate should list father's name and occupation).
