Unless you have a specialist super-duper extremely high resolution scanner, that's unlikely to work I'm afraid (although I have hopes standard ones will be good enough within another couple of years).
As already mentioned, most libraries will have a fiche viewer, or you can probably pick up a second hand one for about £50.
There is a gadget on the market, which I've forgotten the name of just now, that looks a bit like a fancy mouse and mouse mat. You put the fiche inside the "mat", and can view it on your computer screen by moving the mouse over it. When I looked into it a year or so back, these were around the £500 mark though
