Present day Surrey has two tiers of administration, the County Council which is responsible for services across the whole county and the 11 Borough Councils who administer the services within their own areas. Some borough councils have a third tier of administration called Town or Parish Councils. These councils are responsible for localised services which in some cases include cemeteries. Not all borough councils have town and parish councils and where they do, not all areas of the borough have this third tier of administration.
