I hope that I am in the right section for a look-up for Keighley please.
Stephen Jackson (b.1840 Hertfordshire, Blacksmith), wife Mary (b.1840 Hertfordshire) and children - possibly Lilian (1861), Fanny (1868), Rose (1871) all b. Hertfordshire, and Thomas (1875), Edward (1878), Blanche (1880) all b. Keighley.  There may be others.

The 1891 info has helped enormously.  I guessed that their daughter Ellen may have married Mitchell Lonsdale so granddaughter Minnie confirms this.  Charlotte Watson was with them in 1881 as well.

This is all very useful info.  Yes, I do think that Rose (Ruth) may have been enumerated twice as was their 2 year old.  I couldn't find a Milly but Minnie (with the grandparents) was born March quarter 1889, so she too was probably added twice.
