I'm not sure whether this ties in to your family, but look at this household in 1851:
HO107/2038; Folio 185; Page 30 Blackwell St, Kidderminster John FLANNIGAN - Head - 50 - Ag Lab Biddy FLANNIGAN - Wife - 46 - Charwoman Kitty FLANNIGAN - Dau - 12 John FLANNIGAN - Son - 16 - Ag Lab Biddy FLANNIGAN - Dau - 11 Patrick LAVELL - Lodger - 46 - Carpenter Nancy LAVELL - Lodger - 36 - Charwoman Michael LAVELL - Lodger - 9 Biddy LAVELL - Lodger - 2 Bab LAVELL - Lodger - 2 Patrick HEALEY - Lodger - 35 - Ag Lab Rose HEALEY - Lodger - 29 - Charwoman Mary HEALEY - Lodger - 1 [...] Pat HEALEY - Lodger - 20 - Ag Lab Nell HEALEY - Lodger - Wid - 50 - Charwoman Mary HEALEY - Lodger - 18 - Charwoman [...] Kitty LAVELL - Lodger - 26

What is the name and occupation of Cicely's father on her wedding cert?

Nearly all Irish imigrants at this time were very poor - they came to England in hope of a better life - and the members of the 1851 household all had low-paid jobs. Several families lodging together would be the cheapest way to live until they could afford better accomodation.
