My Dad aged two in 1891

I wonder if you can help,i,ve searched in vain for my father in 1891 census in Shobdon Heredforshire,
Joseph Henry Hickman born 1889.

I know he should be their,as his younger brother Charles Ernest was born there in 1893 and I have my fathers birth certificate,but it gives no exact address,his father was William Hickman born 1848,mother Phoebe born 1848,
sister Lizzie should be there and Leah plus Phoebe,I have searched for hours and cannot find them,his father was a gas manager.
