I found Thomas in the 1860 census living in Pine Grove, Sierra, California, Post Office of Table Rock. Perhaps you could email the town there and ask them if they have record of his land.

In 1860, there were 117 Thomas Kelly's living in America (with that exact spelling).
There were 5 gentlemen with that exact spelling living in California during 1860 (born within 2 years of 1834).
You already know about Thomas, who was living in Pine Grove.
Thomas Kelly, born c1832, was living in Franklin, Sacramento County. He was a gardener.
Thomas Kelly, born c1835, was living in Goodyears Bar, Sierra County. He was a miner.
Thos Kelly, born c1835, was living in San Francisco. He was a cigar dealer.
Thomas Kelly, born c1836, was living in San Francisco. He was a "monthly laborer."
I have only tried to help a few people with ancestors who mined in this area during that time, so I obviously don't have much experience. However, most of the miners whom we were researching did not stay in one area too long. We've not found too many men who were on two census returns in the same area. My husband's ancestor is an example. He was living in "gold country" on one census, and in San Francisco on the next census.
In all of the above census returns, Thomas was living with other people. They may have known his exact age, or just guessed.

Thank your for your help. I know about Thomas Kelly in Goodyears Bar in 1860 and I have decided that in all probability that's him. I should have said that in my post. He did mine, successfully, for gold. He returned to Ireland in 1868/69 with a substantial amount of money. The Wells Fargo receipt for shipping to Europe is still extant. His age on the census return is 25, but he was in fact 26 as his birthday was the 6th April. The census was taken on the 1st August but ages are not always exact on census returns. He did not have a brother Michael. He is the gg grandfather of my sister in laws husband and they keep remembering things from family 'lore'. What I am trying to to do is trace his journey form Ireland 1853 and back again in 1869 and why did he return to Ireland as he became a USA citizen in 1868. I have him arriving in New York in 1853 and then I have him in Sierra county in 1860. He went to California by way of Panama.
I think his citizenship petition has been located and I hope other documents. I will be sending snail mail to the archives in San Bruno tomorrow for copies.
He definitely purchased land somewhere in California but the family have contradictory information on this. I was first told the land was in near San Jose and silicone valley that's Santa Clara county. Then it was San Joaquin valley. But, these are different places. A member of the family was in San Francisco many years ago and tried to locate the land and said it was in San Joaquin valley and also said it was near San Jose. What I really need is information on, or how to get them, land records in California.
