Who is he listed with on the 1851?
Does his marriage cert show details of the names of his parents? Any clues as to who his parents are? Are you sure he didn't marry his first wife in NZ?
There are a lot of marriages for a Hugh Neil in the Glasgow area, between 1851 and 1868, on the IGI.

Census night 1851, Hugh NEIL was living with Thomas GOODWIN and his family, Thomas is a Baker and there is another apprentice baker living there also by the name of Josph BROCKS.
I have been told that Hugh NEIL was 21 when he married his first wife, I'm fairly confident this was in Glasgow.
I think Hughs parents are John NEIL and Mary NEIL nee JOHNSON
