The only death register is the GRO which has its index available on FreeBMD and various other sites. You will find a slightly different version of the index at the appropriate local registry office. Some local FHS have transcribed their local registry office death indexes and a very few are available on-line. The death certificates can be obtained from either at a cost of £7.
Otherwise and before 1837 you need to rely on burial registers most of which are deposited in county record offices and again a few of which have been transcribed.
The Buckingham registers and those for some of the parishes which now form part of the borough have been deposited at the record office but I am not sure whether there are any transcriptions available. You will need to check the sites of the two FHS.

As your great grandparents, being publicans, must have been well known in the area, perhaps a trawl through the local newspaper might be productive if you can narrow down the dates of the deaths.
