How do I reduce photo to 500KB?

I understand there is a limit of 500KB on photo sizes for this forum.

The question has probably been asked before, so it's fine if you just refer me to the thread, but what is the best way to compress the image I have of 1.63MB? It is a JPG resulting from a scan of the original family photo.
