They also all have different surnames...are you researching the 'father' or the 'son'?

He appears to be part of a separate household signified by the "/" before his name Huh

My answers only refer to England and Wales

It appears to be a different family, in the household. If you look at the page you will see that each household is separated by // and each family in a household by / and there seems to be a / before his name. It could be he is the son of the housekeeper.
Sorry for the duplication, but there is no warning that a reply has been posted.

Correct me if I'm wrong - but I thought the // was seperate household...? Also he is 'son' and there has to be a head to be related to, which is at the first //  ?

Each household is given it's own separate schedule.  If you look in the left hand column you will see that Arthur H BOWRY appears on a different schedule to Mr & Mrs PEARSON.  // would mean the end of that property ie. 33 Ashley Crescent thus there were two households (families) living in that property and the head of Arthur BOWRY's household (a parent) was not at home on census night.

I don't think it says "son" - it looks more like "sevt" - in other words servant
Which although not part of the initial family would still make his relationship to the head correct, just as the next person's relationship is housekeeper.

I'm fairly sure Arthur H BOWRY says "son"
Other entries on the same page saying "son" are very similar

Joseph BALDERSON in the same household says "serv"

Well, the next thing I'd do is see if this household(s) can be found on a previous or subsequent census and if maybe the ennumerator wrote the age of one or more parties incorrectly.
