Its a long job but have you thought of trying old phone books & there may be a street directory for that year

I am in Canada so not much chance of finding an old English phone book.
I have been looking for electoral rolls but can't find any prior to 2002. Where could I find them?

The Electoral Rolls for Oxfordshire are held at the Oxfordshire Record Office in Cowley, Oxford.

Your guess is correct.  They are available for consultation to those who can visit the Record Office in person.  If you are unable to visit (which you obviously are) you have a number of options:

1.  You can engage the Record Office to undertake the search for you for a fee

2.  You can engage a private researcher to undertake a search for you for a fee (this would usually be less than the Record Office charges)

3.  You can post a Look Up request here on Rootschat and hope that some kind person will do it for you.

Have you tried getting in touch with Oxfordshire FHS as they may well be able to help you with this matter

ps just type into google OFHS & then take the top option - if I remember corectly
