convicts - pardon & ticket of freedom

Could someone tell me whether or not a convict issued with a Conditional Pardon in Jun 1867 at Bunbury Western Australia, would have been allowed to leave the State for other parts of Australia?

His Ticket of Leave was granted in 1864 & his Ticket of Freedom was granted in 1869, coinciding with his 10 years penal service plus what appears must have been 2 years for other misdemeanours.

We know he was in WA in December 1867 (he marries there) and then has a son born  in Sydney (NSW) in July 1870.  Am trying to narrow down the time he'd have arrived on the east coast so knowing if he could leave WA would be helpful.

Hi Debra

If he received his Certificate of Freedom in 1869 then he would have been free to travel wherever he liked.  I think I'm right in saying that a conditional pardon would have restricted him to staying in the colony and bonded him to good behaviour etc.

Convicts who were well-behaved could look forward to obtaining a ticket of leave well before the completion of their sentence. Ticket of leave men were permitted to work for money, but could not leave their assigned district and had few legal rights. After serving a period of time as a ticket of leave man, the convict might obtain a conditional pardon, which meant complete freedom except that they could not return to England.  (Found by Googling)

Yes, that's what I've always understood, Judith.   Smiley  It was only if/when a convict received an absolute pardon that he/she was free to return to England.

A ticket of leave was also granted to terminally ill convicts. This happened to a relative of mine in 1841 in Scone NSW
