This link explains what is publically available for BMDs in Ontario.  In Canada the release of informaition is a provincial responsibility and varies from province to province.  If someone is still living, unless you have a direct relationship and are legally entitled to a document' then you won't be able to access that information - that's why people use cemeteries, newspapers, obituaries etc. to trace forward

The best source for possible information in the Toronto area is the pay site Pages of the Past (Toronto Star newspaper).
