1861 Look Up Request

I am trying to find out how James Harvey (born in Berkshire so records say) met Jane (nee Langabeer) in Devon and ended up in Cardiff.  By 1871 both James and Jane and their son baby James (b1868) were in Cardiff.  According to the census it says that James was born in 1837 in Berkshire (occupation gas stoker) and Jane was born 1847 in Exeter, Devon.  I know that they were married in Cardiff in 1868.  The marriage certificate shows his father as Joseph Harvey (labourer). 

I am thinking that perhaps James moved to Devon for work and met Jane there then for some reason they moved to Cardiff.

I have the census for 1851 but not 1861 so if someone could look up to see if James Harvey was in Devon in 1861.

The Harveys are rife in Devon. In North Devon many of them had sea connections and were always moving from there to Wales as they worked the Bristol Channel. In one of my Harvey families children were born alternately in Clovelly and Llanelly, so that may answer your question as to why Wales.
