I have only just realised that there is a page or so of 'Unknowns' at the back of the death index volumes at the Family Record Centre, so I thought I would post it here in case there are others who haven't realised. Maybe this is where some of my elusive family are hiding!
The index gave male/female, registration district, volume and page number. Does anyone know more about this such as whether they were all genuinely unknown or whether infant deaths might have been recorded as 'Unknown', and what information might be on the certificate?

I remember looking at Llandudno records once and there was a lot of "found on beach" "washed up" deaths recorded were it would be impossible to find a name etc I guess these would be included in that section?

There is a special "section" (not widely known) where such unknowns are buried (never cremated) in our local council cemetery so guess it is much the same in cemeteries throughout the land. There seems to be quite a few that the general public never get to hear about. No doubt the GRO has some statistics somewhere.
