I have several family trees on my web-site. I produced them as Excel spreadsheets, which I then printed and scanned in as images.
I am still looking for a better way of doing it !!
While in Britain recently I bought a computer magazine PC Plus #229 for May 2005. One of the freebies on the CD is a general chart-drawing program (organisation charts, floor plans, etc). I thought I would try it and see if I could produce a family tree. Imagine my surprise when I opened the magazine and found that the 2-page tutorial to go with the program was about ..... making a family tree, complete with HTML export and hyperlinks !
So I did !
It took about 30 minutes to produce a simple tree. I added three hyperlinks to existing web-pages of my G-Grandparents and my Grandfather (Rose Elvina Breeze, Henry Frederick Coleman and John Henry Coleman), and uploaded it to my web-site and that was it !!

I haven't tried the print facilities yet, but the print preview looks OK. I
Obviously a complex chart would take a lot longer, but you can save simpler charts as templates and add them together to make bigger charts, so this does seems to be a possibility for anybody looking for a cheap chart-drawing program.
The magazine is on sale till the 10th. May so if you feel like trying it out, get down to your newsagents quick !
