1861 census gloucestershire

I would be greatful if someone who has access to the 1861 census for Gloucestershire could look up a Frances Sarah Bendall for me.  She would have been born in 1852. I don't know if the census is indexed or not because I am not really sure which area she was born in but I think it may have been Stroud, Cheltenham or Eastington.  She has become a huge brick wall for me, so I would be greatful for anything.
