I used to work for a Les Skingle in Clacton-on-sea, Essex
Don't know if this is any help.
He used to have an animal feed/pet/ fishing tackle shop at Magdalen Green which he sold and moved to a house somewhere on the see front.

I know a Miss Skingsley of Halstead - could that be a variant?
