It is possible that this is a jest used by a tramp or a young person sleeping rough.
Another thought is that it is a lodging house. Elizabeth Hampton and Elizabeth Ruth Hampton had lodging houses at 37 and 8 Gildridge Road, shown on the 1899 Kelley's Directory.

Finally, is there a date and are you sure this is Eastbourne?

Found it! 
It is listed in the 1911 Kelley's Directory for Sussex, with Henry Scott as the manager, with an address just given as Hampton Park (page 916).
In the 1965 Kelley's for Eastbourne it is shown as Hampton Park Hotel (Trust Houses Ltd) at 2 Brodrick Road H P. On modern maps Brodrick Road runs from near the railway station north then turns west towards Willingdon. It is one of those places that from a distance is "Eastbourne" but is on the outskirts of the modern town in what was the rural village fringe.

Hi
I was born in Eastbourne and went to the infants school in Broderick Road. At the bottom near the parade of shops which were built about 1970, there used to be The Trust House Hotel. I believe it was derelict during the 1960's, and as kids we were sure it was haunted. If you look at a book of Eastbourne in old photos I'm sure you will find a picture of the hotel, owned by Trust House Forte I believe.

Margaret,
Pevensey Road is down near the sea front, Hampton Park is inland two miles to the north. BUT it is possible that he used the train, working one stop up the line while living in the main town where property was less exclusive. There were and are many hotels in Eastbourne and he could have worked at any of them.
