Hale and Stevens

I have reached a point where I am stuck. If anybody can supply any info on the following then I would be very grateful:

Moses Hale (a collier from Lydbrook) b circa 1798 had a daughter Ann b  1811. Ann married Stephen Stevens (a widower/farm bailiff) on December 15th 1838 in the parish church in Ruardean. Stephen's father was also called Stephen and was a farmer. The Stevens were from Hoy in Herefordshire.
I have their marriage cert and one of the witnesses is a Richard Hale.

Could this be him?

Stephen son of Stephen and Mary Stephen
bapt 10 April 1801 Ledbury.
