Hi,
I have a relation travelling back from NZ in 1923 returning to an address of the "RISING STAR", 37 Surrey Street Brighton. Could anyone inform me if this was a public house or what?

You are in luck, but I think the pub name you have and the street number are now slightly incorrect.

If you Google EVENING/STAR, SURREY/STREET you will not only find numerous websites with pictures of the pub it self, but a brief history from 1850 to the present day. 

I recall it from the 1940s and another visit I made only 2 years ago.  Externally and internally it had hardly changed, the only thing I missed from the original were the wrought iron, 3 legged, highly polished circular tables with their brass gallery rails to stop the drinks sliding off.

The My Brighton website includes an interesting side note from the pub around the year that interests you.  The pub landlady, Mary Hilton, had "adopted" conjoined twins and these girls then toured the U.S. in sideshows and on the vaudeville circuit.
